Well I will start by saying it really depends on the person. If you are in great shape and exercise all the time, taking some time off may actually be really good for you. It will give your body some time to recover and rebuild the muscles you have been breaking down over the last several months.But, if you struggle to get your workouts in and only go a few times a week or even a month then I would say you don't need the time off. Why? Because if you're not completely committed to the routine of working out a week off can turn into 2 weeks or even longer and your good habit will be broken.
So my advice is to take a week off every couple months. I always time it around the holidays or vacation. The trick is to stay active, maybe get into something you normally don't do. Go swimming or hiking just take time off from your normal exercise.
